Currupt Cuticle

What is the point of a cuticle? Is it even important? ps(idk if i spelled cuticle right but its the thing on your finger above your nail.) thanks.

A cuticle (yes, you did spell it correctly), anatomically known as eponychium, is a dead layer of epidermal cells, or keratinocytes, that produce a layer of Horn Protein Keratin around the bottom and sides of our nails. These particles are also found holding hair follicles in place. Cuticles provide protection and hold the nails in place.

I cut my hair shoulder length and I hate it. How long will I have to wait until my hair grows back to halfway down my back?? What is the growth rate of hair, anyways? Does it depend on the color or something??
